There are a number of instructions and things to do that are given to Timothy by Paul. Not only is Timothy to do them, but he is also to command and teach these things. As a younger man, it may be difficult to teach and have people listen to you. However, Paul encourages him not to let that get in the way. It doesn't matter if he's younger; rather he is to lead by example. Paul continues on with a few other instructions including the public reading of scripture. He is also reminded of his gift which was given to him by prophecy at an earlier occasion.
Mainly he is to follow this instruction, teach it and be an example to others. Doing so will be of benefit to yourself and those who hear you.
