Now if the ministry that brought death, which was engraved in letters on stone, came with glory, so that the Israelites could not look steadily at the face of Moses because of its glory, fading though it was,

Here it is written that the old covenant came with glory if you didn't already know that. The glory of it caused Moses's face to shine so brightly that he required a veil. However, this point is only made to show that the new covenant is even more glorious.
If the ministry that condemns men is glorious, how much more glorious is the ministry that brings righteousness!

The old is fading away but the new one lasts. Clearly it is coming with greater glory.
Now, just as Moses put a veil over his face, Paul is explaining that people who have not come to accept and embrace this new covenant also have a veil over their face. They cannot fully see it because of this veil. Why is it still there? "It has not been removed, because only in Christ is it taken away." (v14, NIV).
But whenever anyone turns to the Lord, the veil is taken away.

I love how it is explained as "surpassing glory" (v10, NIV). We should seek to help those have have the veil on to remove it. However, it is only in Christ that it is taken away. For those of us who have the veil taken away, let us learn more and appreciate more of this new covenant. Let us embrace it and continue to live our lives because of what we know about it. In it and ultimately in the Lord, there is freedom.
Now the Lord is the Spirit, and where the Spirit of the Lord is, there is freedom. And we, who with unveiled faces all reflect the Lord's glory, are being transformed into his likeness with ever-increasing glory, which comes from the Lord, who is the Spirit.

Let us reflect the Lord's glory as the moon reflect's the sun's light.
