Agrippa the king meets with Festus and hears about Paul. He hears about how Festus feels about this odd case and wants to meet Paul. Paul is brought before king Agrippa and he is about to talk and make his defense.

Acts 25
Now that Porcius Festus has succeeded Felix, the Jews bother him about Paul's case. So there is a meeting and they accuse Paul once again and it cannot be proven. The Jews actually want Paul to be sent to Jerusalem in hopes that they can ambush Paul on the way. So, Festus tries to get that to happen, trying to appeal to the Jews, but Paul instead appeals to Caesar. The decision is made then and Paul will eventually go to Caesar.
