Romans 3:22-23

This righteousness from God comes through faith in Jesus Christ to all who believe. There is no difference, for all have sinned and fall short of the glory of God,

The righteousness from God is to all who believe. This is of course through faith in Jesus Christ, but there aren't other requirements stacked up on top of belief. There isn't a measure of difference between people that excludes them from this righteousness if they believe. It's not like just because you're a murderer or like eating chocolate that you cannot receive this righteousness from God if you believe. Clearly, Paul has already mentioned that all have sinned. Here he states it again. We are all on a level playing field. We have all sinned and cannot rise or extend further than that.
