Romans 1:6-7

And you also are among those who are called to belong to Jesus Christ.

To all in Rome who are loved by God and called to be saints:

Grace and peace to you from God our Father and from the Lord Jesus Christ.

We see from Paul that he has been called. It is God who calls him. Now Paul specifically addresses his readers with regards to this calling. He is addressing those who are called to belong to Jesus Christ.

Calling is not based on works. Nobody is called because they deserve it. If that were the case, others would have a right in objecting to the fairness of this call. So, there can be no objection because those who are called do not deserve it. We don't have any rights with God. We don't have a leg to stand on if we were to argue for ourselves for anything with God.

for all have sinned and fall short of the glory of God, and are justified freely by his grace through the redemption that came by Christ Jesus.

(v23-24, NIV)

The fact of the matter is that nobody deserves it. Everyone has sinned, and because we have all sinned, we fall short. However, he justifies freely; God is the one who calls and justifies sinners.

And we know that in all things God works for the good of those who love him, who have been called according to his purpose. For those God foreknew he also predestined to be conformed to the likeness of his Son, that he might be the firstborn among many brothers. And those he predestined, he also called; those he called, he also justified; those he justified, he also glorified.

(Romans 8:28-30, NIV)

Not everyone is called. He works for the good of those who love him; do all people love God? There are also those whom God foreknew that he predestined. Those he predestined, he called. It doesn't seem to say that God predestined everyone. God only predestines and calls some. This means that not all are called; there are those who are not called.

If there are certain people who are called, are we to play God and only evangelize to those who are called? Do we divinely decipher those who are called and those who are not in our choosing of who to evangelize to? No, we do not play God. We do what Jesus did. He took the seed of the word and spread it over all the soil.
